Più potere a Ministero e sblocco turn over
Il nuovo Patto della Salute punterà sulla “concretezza”, su un rafforzamento dei poteri di controllo da parte del ministero della Salute e sullo sblocco del turn over. A indicare la linea è stato ieri il ministro della Salute, Beatrice Lorenzin, che ha incontrato le Regioni al tavolo convocato al dicastero proprio per riprendere il confronto che, ha assicurato, avrà “tempi brevi”.
La chiusura del Patto è infatti prevista entro febbraio. “È emersa da parte di tutti - ha spiegato Lorenzin - l'esigenza di un rafforzamento dell'attività di controllo da parte del ministero della Salute sugli aspetti sanitari, i livelli essenziali di assistenza, il coordinamento scientifico e della prevenzione”. A chiarire tale obiettivo è stato anche il coordinatore degli assessori alla Sanità, Luca Coletto: rafforzamento del potere di controllo da parte del ministero significa “potere di intervenire soprattutto sulle questioni economiche. Potrebbe servire per accompagnare meglio chi è in difficoltà verso il risanamento. Quindi - ha precisato - non la vedo come una prevaricazione del Titolo V, bensì come una cogestione per migliorare le situazioni”.
Riferendosi quindi ai contenuti del Patto, Lorenzin ha evidenziato che “gli elementi più importanti emersi, oltre alla riorganizzazione del territorio, sono anche capire come affrontare in futuro la compartecipazione della spesa, la questione del personale e lo sblocco del turn over, il meccanismo di aggiornamento dei piani di rientro e il tema della 'spending internà”. Inoltre, saranno “aggiornati i Livelli essenziali di assistenza, che andranno anche sfoltiti, trovando un meccanismo per un aggiornamento continuo”.
