Marrocco: cambiamento che ci pone all'avanguardia a livello europeo
Dal 3 giugno in tutte le farmacie, parafarmacie e corner della grande distribuzione (GDO) nazionali, il cittadino che acquista un farmaco su cui è intervenuta una recente modifica delle informazioni di sicurezza del Foglio Illustrativo (non ancora riportata nel documento all’interno della confezione) riceverà dal farmacista il Foglio Illustrativo aggiornato, approvato dall’Agenzia Italiana del Farmaco. Lo ha reso noto l’Aifa.
Con la Determina N. 371 “Criteri per l’applicazione delle disposizioni relative allo smaltimento delle scorte dei medicinali”, pubblicata in Gazzetta Ufficiale lo scorso 3 maggio, l’AIFA ha disciplinato le modalità di attuazione del dettato normativo (Art. 37 del Decreto Legislativo 24 aprile 2006, n. 219 come modificato dall’art. 44, comma 4-quinquies, del Decreto Legge 21 giugno 2013, n. 69, convertito in Legge dall’art. 1, comma 1, della Legge 9 agosto 2013, n. 98), che prevede la consegna al cittadino da parte dei farmacisti del Foglio Illustrativo aggiornato e consente alle farmacie e agli altri esercizi abilitati alla vendita di farmaci (corner GDO e parafarmacie) di dispensare fino a esaurimento le scorte, anche quando siano intervenute modifiche del Foglio Illustrativo.
Ogni anno sono migliaia le variazioni dei fogli Illustrativi approvate dall’AIFA (oltre 5.000 nel solo 2013) che devono essere riportate nei nuovi lotti dei medicinali. Può trattarsi di aspetti di natura amministrativa, che non hanno alcun impatto sulla salute dei cittadini, ma anche di nuove evidenze scaturite dalla pratica clinica o da recenti studi. In questi casi, le aziende titolari dell’Autorizzazione all’Immissione in Commercio (AIC) erano tenute fino a oggi al ritiro e alla sostituzione dei lotti contenenti i Fogli Illustrativi non aggiornati, che andavano distrutti (Solo nel 2012 il numero delle confezioni avviate a distruzione è stato pari a 10.342.078 (Fonte: Assinde e Assogenerici) con conseguente spreco di farmaci perfettamente integri e sicuri (poiché non è consentito aprire e manomettere la confezione del medicinale) e inevitabile impatto sull’ambiente.
Il farmacista consegnerà il Foglio Illustrativo aggiornato al cittadino al momento dell’acquisto e potrà fornirgli le necessarie informazioni. Si eviterà così l’apertura e la manomissione della confezione del medicinale e, al contempo, si ridurranno i rischi di carenze temporanee e di approvvigionamento, garantendo la continuità terapeutica.
La modalità operativa – estremamente innovativa (l’Italia è il primo paese della Comunità Europea a implementarla) – è stata concordata dall’AIFA con le rappresentanze delle Aziende e delle Associazioni dei Farmacisti ed è stata preventivamente comunicata ai Medici e alle Associazioni di pazienti e consumatori.
“E’ un cambiamento importante che ci pone all’avanguardia a livello europeo per garantire la massima sicurezza ai cittadini – commenta Walter Marrocco, responsabile scientifico di Fimmg –interessa, infatti, tutti i medicinali che hanno aggiornamenti in ambito di sicurezza. E’ importante, quindi, che i medici prescrittori siano costantemente informati sulle variazioni. In tal senso siamo soddisfatti che l’Aifa abbia accolto la nostra proposta di inserimento di un’apposita cartella denominata “AGGIORNAMENTO” nella sua Banca Dati Farmaci che evidenzia questi aggiornamenti. Auspichiamo altresì l’aggiornamento costante della Banca dati dei Farmaci di tutti i gestionali delle diverse software house in uno dai medici di famiglia”.
Soddisfatto il direttore generale dell’Aifa, Luca Pani, che a dichiarato: “Si tratta di un ulteriore passo a favore del cittadino e degli operatori sanitari. Con la Banca Dati Farmaci sempre aggiornata e la consegna, al momento dell’acquisto, dei fogli illustrativi appena modificati, si conferma l’impegno dell’AIFA per una informazione continua, autorevole e certificata sui medicinali a garanzia della sicurezza e dell’efficacia delle cure. Il nuovo servizio darà al cittadino la certezza di un foglio illustrativo sempre aggiornato ed eviterà lo spreco di interi lotti di farmaci perfettamente integri e quindi sicuri ed efficaci. Assicurerà inoltre la continuità terapeutica che poteva essere a rischio in caso di non perfetto allineamento tra il ritiro dei lotti e la fornitura di quelli con foglio illustrativo aggiornato”.
