I medici che rifiutano il vaccino anti-Covid? Rischiano una sanzione disciplinare. Ad annunciarlo è il presidente dell'Ordine di Napoli, Silvestro Scotti in un'intervista al quotidiano Il Mattino.

In che modo può e intende intervenire? «Siamo pronti a chiedere ai colleghi innanzitutto spiegazioni scientifiche e deontologiche, se ci sono segnalazioni da parte delle Asl e delle aziende ospedaliere». Perché è necessaria la segnalazione? «Ci deve essere, perché l'Ordine non esercita un'azione investigativa. Ma l'Asl o l'ospedale può segnalarci strutture esposte al rischio per effetto del comportamento dei medici che non si vaccinano». C'è una norma al riguardo? «Non ce n'è una precisa in Campania, a differenza della Puglia che obbliga gli operatori sanitari a vaccinarsi e, se non lo fanno, non li licenzia ma li sposta in altre attività, con funzioni assistenziali ridotte e un impatto notevole sullo stipendio». È favorevole all'introduzione di queste condizioni nel contratto in Campania? «Senza dubbio aiutano, ma ritengo che sarebbe più opportuno inserire l'obbligo nel codice deontologico: oggi si può ricavare in modo deduttivo, dal principio che il medico è tenuto a proteggere se stesso e anche gli altri. E non solo i colleghi devono farlo». Cioè? «La questione riguarda anche l'Ordine degli infermieri e l'Ordine delle professioni sanitarie. Ai due presidenti ho intenzione di chiedere di sottoscrivere una nota congiunta. Perché non siano additati solo i medici». Ma è anche questione di autorevolezza: se non si vaccina il medico, come si può chiedere agli altri di farlo? «Certo, ma tutti infermieri non sono così convinti, e ciascuno deve fare la propria parte». Che tipo di sanzione ipotizza? «Un avvertimento, il minimo, o una censura, ma anche la sospensione dall'Ordine, per chi reitera il comportamento. Ma va valutato tutto, anche dove lavora e quindi il rischio di contagiare altri, senza dubbio diverso tra chi è in un reparto oncologico o in laboratorio». Ma se non c'è una regola... «La vaccinazione va comunque considerata un obbligo deontologico, perché serve a proteggere non solo se stessi, ma la collettività, in particolare se si lavora nelle rsa, le resistenze sanitarie assistenziali, in reparto o come medico di famiglia, quindi a contatto con pazienti fragili». Il professionista non può, anzi non deve sottrarsi? «Potrebbe essere asintomatico e diffondere il virus, è dunque assurdo che rifiuti la vaccinazione: oltretutto senza particolari motivazioni». Non teme la variante inglese? «Innanzitutto il medico ha il dovere di documentarsi, ma si ha il solito problema sui social. Anche con il Covid». Ossia?
«Soggetti, anche colleghi, esprimono pareri per sentito dire. In realtà, se si leggono le pubblicazioni scientifiche, si scopre che la variante inglese è più contagiosa, e quindi ha una maggiore diffusione, ma l'immunità riscontrata nelle cavie è la stessa. Ciò dovrebbe spingere a conclusioni opposte». Quali? «A velocizzare la campagna di vaccinazione, perché più circola il virus e più è alto il rischio mutazioni. Ma non condivido come si sta procedendo». Perché? «Come si può pensare di effettuare le vaccinazioni in farmacia, richiedendo la presenza di un medico, se i professionisti mancano negli ospedali e sul territorio? E poi, si parla di 100 milioni di incentivi ai professionisti che lavorano in ospedale, ma senza valutare l'unica soluzione vera: affidare al medico di famiglia questo compito». Lei è pronto a fare il vaccino e a vaccinarsi? «Certo. Sulla priorità per me, faccio decidere agli altri ma sono disponibile a sottopormi per primo alla puntura». Com'è cambiata l'assistenza ai tempi del coronavirus? «È aumentato il carico di lavoro. Come medici di famiglia, stiamo visitando pazienti che normalmente non vediamo: giovani di 25-30 anni che hanno avuto il Covid e poi sono spaventati anche da un'influenza, che si aggiungono agli anziani e ai malati cronici». Come giudica le restrizioni rafforzate adottate da Vincenzo De Luca? «Credo che De Luca abbia ragione e che il governo non abbia coraggio. C'è la necessità di tutelare la salute per evitare un picco di contagi dopo Natale così come si è avuto negli Stati Uniti in seguito alla festa del ringraziamento». Ma la gente ha capito? «Non credo. C'è una enorme richiesta di tamponi rapidi in questi giorni per fare il cenone con la nonna, senza comprendere che non basta il test per escludere di essere positivi al Covid durante le feste, il 24 o il 25, perché il virus ha un periodo di incubazione che non si vede con il risultato dell'esame. Inoltre, sembra quasi un'offesa portare la mascherina in casa, se si riceve un amico, e pure questo atteggiamento deve cambiare, se si vuole evitare una terza ondata».
